Can You Refreeze Thawed Meat? USDA Rules by Thawing Method

Packages of thawed raw meat on a refrigerator shelf, ready to be refrozen.

Yes, you can refreeze thawed meat if it was thawed in the refrigerator and kept at 40°F or below; USDA says it's safe to refreeze raw without cooking, though it may lose some quality. Meat thawed in cold water or the microwave must be cooked before refreezing. Never refreeze meat left out more than 2 hours.

Key facts

  • Thawed in the fridge: safe to refreeze raw, with some loss of moisture and texture.
  • Thawed in cold water or the microwave: cook it first, then you can freeze the cooked meat.
  • Left out of the fridge over 2 hours (1 hour above 90°F): don't refreeze it; throw it out.
  • Fridge-thawed ground meat and poultry keep 1 to 2 more days before cooking or refreezing; steaks, chops and roasts keep 3 to 5 days.
  • Food that still has ice crystals or is at 40°F or below can be refrozen safely.

Can you refreeze thawed meat? The USDA rules

Whether you can refreeze meat depends on how it was thawed, not on how many times it has been frozen. USDA's Food Safety and Inspection Service (FSIS) bases the rules on one question: did the meat stay out of the 40°F to 140°F danger zone, where bacteria multiply quickly?

How the meat was thawedRefreeze raw? What to do
In the refrigerator (40°F or below)YesRefreeze within the fridge time for that meat (1–2 days for ground meat and poultry, 3–5 days for steaks, chops and roasts)
In cold waterNoCook right away; the cooked meat can then be frozen
In the microwaveNoCook right away; the cooked meat can then be frozen
On the counter or left out over 2 hoursNoDiscard; don't cook or refreeze
Cooked from raw-frozen, then cooledYes, as cooked foodRefrigerate within 2 hours and freeze within 3–4 days

Both faster methods let parts of the meat get warmer than fridge temperature, which is why FSIS says to cook right after thawing. In the microwave, some areas can even start to cook, and partly cooked meat shouldn't be held because any bacteria present haven't been destroyed. Cooking to the USDA safe minimum temperature takes care of that, and the cooked meat can go into the freezer once it has cooled.

FSIS also says previously frozen meat, poultry or fish bought at a store can be refrozen if it was handled properly, and leftover cooked food that was thawed in the fridge can be refrozen too.

Can you refreeze meat thawed at room temperature?

No. FSIS says perishable food should never be thawed on the counter or in hot water, because the outer layer warms into the danger zone while the center is still frozen. Don't refreeze any food that has been out of the refrigerator longer than 2 hours, or longer than 1 hour when the room or outdoor temperature is above 90°F. Past that point the meat isn't safe to cook either, so throw it away. See how long food can sit out for the full 2-hour rule.

Can you refreeze meat that's only partly thawed?

Yes, if it's still cold. FoodSafety.gov's power-outage guidance says food can be safely refrozen if it still contains ice crystals or is at 40°F (4°C) or below. That applies whether the meat thawed partway in the fridge or your freezer stopped working for a while. A full freezer holds a safe temperature for about 48 hours, and a half-full one for about 24 hours, if the door stays closed. Use a food thermometer when you're not sure.

Is it OK to refreeze meat? What happens to quality

Refreezing is a safety yes but a quality maybe. Each round of freezing forms ice crystals that damage the meat's cells, and each thaw lets some of that moisture drip out. FSIS notes the loss of moisture through thawing is why refrozen food can be lower quality. Penn State Extension adds that refrozen meat can show more freezer burn, moisture loss and color changes.

In practice, refrozen meat tends to cook up a little drier. A few ways to limit the damage:

  • Refreeze as soon as you know you won't use the meat, rather than at the end of its fridge time.
  • Rewrap it airtight, pressing out the air, to avoid freezer burn.
  • Freeze it flat and in a single layer so it freezes quickly.
  • Next time, freeze in meal-size portions so you only thaw what you need. Our guide to freezing meat covers portioning.
  • Use refrozen meat in sauces, chili, stews or casseroles, where a little dryness matters less.

Refreezing specific meats

The same rules apply to every kind of raw meat, poultry and fish. Here's how they play out for the meats people ask about most.

Can you refreeze ground beef?

Yes, if it thawed in the fridge and you refreeze it within 1 to 2 days. Ground beef thawed in cold water or the microwave should be cooked to 160°F first; you can then freeze the cooked crumbles or patties. See how to thaw ground beef and how long ground beef keeps.

Can you refreeze a defrosted chicken?

Yes, raw chicken thawed in the refrigerator can be refrozen within 1 to 2 days. If you thawed chicken breasts in cold water or the microwave, cook them to 165°F before freezing. Our chicken thawing guide and raw chicken storage page have the details.

Can you refreeze a thawed turkey?

Yes, if it thawed in the fridge. A thawed turkey keeps 1 to 2 days in the refrigerator, and during that window you can refreeze it raw. A big bird takes days to thaw, so plan ahead with the turkey thawing chart. A turkey thawed in cold water must be cooked right away; you can freeze the cooked meat afterward.

Can you refreeze steak?

Yes. Steaks, chops and roasts thawed in the refrigerator keep 3 to 5 days, and you can refreeze them raw at any point in that window, though the texture may suffer a bit. See how to thaw steak.

Pork, sausage and hot dogs

Same rules. Fridge-thawed pork chops can be refrozen within 3 to 5 days, raw sausage within 1 to 2 days. Hot dogs thawed in the fridge can go back in the freezer, but they're best within 1 to 2 months of frozen storage, so don't let them sit for long.

How long thawed meat keeps in the fridge

After thawing in the refrigerator, these are the USDA windows to cook or refreeze:

MeatDays in the fridge after thawing
Ground meat and stew meat1–2 days
Poultry (whole or parts)1–2 days
Fish and seafood1–2 days
Beef, pork, veal or lamb steaks, chops and roasts3–5 days

Keep the fridge at 40°F or below throughout. Our thawed meat storage page has more, and the fast thawing guide explains the cold-water and microwave methods.

Questions people ask

Can you defrost and refreeze meat?

Yes, if you defrosted it in the refrigerator. Meat defrosted in cold water or the microwave should be cooked before it goes back into the freezer.

Can you refreeze hamburger meat?

Yes, within 1 to 2 days of thawing it in the fridge. Expect slightly drier burgers; if it was thawed in cold water or the microwave, cook it to 160°F first.

Is it safe to refreeze raw chicken?

Yes, if it thawed in the refrigerator and you refreeze it within 1 to 2 days. Never refreeze chicken that sat on the counter for more than 2 hours.

How many times can you refreeze meat?

USDA doesn't set a limit; safety depends on each thaw staying in the fridge. Quality drops with every cycle, so it's best to refreeze once at most and freeze in smaller portions.

Can you refreeze cooked meat that was frozen raw?

Yes. FSIS says raw food that was frozen, thawed and then cooked can be frozen again. Refrigerate it within 2 hours of cooking and freeze it within 3 to 4 days.

Can you refreeze meat thawed at room temperature?

No. Meat thawed on the counter may have spent hours in the danger zone. If it's been out more than 2 hours (1 hour above 90°F), discard it.
